President Bola Tinubu has asked the Senate to consider a bill seeking to repeal the Administrative Staff College of Nigeria (ASCON) Act and establish the National School of Government, Nigeria, to strengthen leadership development and improve public officials’ capacity to implement government policies.

The request was conveyed in a letter transmitting the National School of Government Bill 2026 to the Senate for consideration.

Senate President Godswill Akpabio read the letter during plenary on Wednesday, with Tinubu urging lawmakers to expedite consideration of the proposed legislation.

In the letter, the President said the bill was submitted in accordance with Section 58(2) of the 1999 Constitution, as amended.

“Pursuant to Section 58(2) of the 1999 Constitution of the Federal Republic of Nigeria, as amended, I forward herewith the National School of Government Bill 2026 for the kind consideration of the Senate,” Tinubu stated.

He expressed hope that the lawmakers would give the bill the necessary attention to facilitate its consideration.

The proposed legislation seeks to repeal the Administrative Staff College of Nigeria Act, A-4, Laws of the Federation of Nigeria 2004, and establish a new legal framework for the National School of Government, Nigeria.

If passed into law, the proposed institution would serve as a national centre for leadership development, policy delivery and executive capacity building.

The initiative is aimed at equipping public officials with the leadership skills and administrative competence required to translate government policies into effective programmes and measurable results.

The bill is expected to provide an institutional framework for strengthening governance and improving the capacity of public sector leaders to deliver on government priorities.
